You can apply for a driving license after one month of getting a learner’s license. To get a driving license, first you have to get a learner’s license. You can drive on a Learner’s License, its validity is six months. Within 6 months you have to apply for a driving license.
Earlier one had to apply online to get the Learner’s License, after that you had to go to the RTO. A test had to be given there, only after that learner’s license was made. But now you can make your learner license online without going to RTO.
Documents Required for a Learner License
- Age Proof (PAN card, Passport, Aadhaar card, Birth Certificate)
- Address Proof (Voter ID, Passport, Aadhaar card)
- Photograph

How to Apply for a Learning Licence Online in India?
- Go to the official website ( parivahan.gov.in )
Go to the official website of the Ministry of Road Transport & Highways ( parivahan.gov.in )
- Click on “Online Services”.
In this, you will click on “Online Services”. After that click on “Driving License Related Services”.
- Select your state.
A new tab will open in which you will select your state.
- Click on “Apply for learner license”.
In this, you will have to click on “Apply for learner license”. Steps will appear on your screen, you will continue.
- Select your category.
In this, you will select your category and submit.
- Choose one of the two options “submit via Aadhaar Authentication” and “submit without Aadhaar Authentication”.
In this, you will get two options “submit via Aadhaar Authentication” and “submit without Aadhaar Authentication”.
If you will select the second option “submit without Aadhaar Authentication” then you will have to go to RTO where you will have to give the test then your learner license will be generated.
And if you choose the first option “submit via Aadhaar Authentication” then you will not need to go to RTO, you can create your learner license online.
For example, if you want to apply online, you will choose the first option and submit it. You will get a notification that your mobile number should be linked with your Aadhaar card. - Enter your Aadhaar card number.
In this, you have to choose the “Aadhaar number” option and enter your Aadhaar card number and click on generate OTP.
An OTP will be sent on the mobile number linked with your Aadhaar card. After entering OTP, you will give consent and then click on “Authenticate”.
It will take your details from your Aadhaar card, you do not need to fill anything here. You will click on “proceed”. - Enter your place of birth, qualification, blood group, address, and mobile number.
In this, you will enter your place of birth, qualification, blood group, address. You will enter a mobile number and if you want, you can also enter another alternate mobile number.
- Select which driving license you want to make such as “motorcycle with gear” and “Light Motor Vehicle”.
In this, you have to select which driving license you want to make if you want to get a driving license for only a two-wheeler then you will choose “motorcycle with gear”. By clicking on the icon, you will add it to the box.
If you want to get a driving license for four-wheelers also, then you will select “Light Motor Vehicle” and add it to the box by clicking on the icon.
So in this way you have to select whether you want to get a two-wheeler driving license or four-wheeler. - Fill the “Self Declaration (Form 1)”.
After this, you have to fill the self-declaration form for which you will click on “Self Declaration (Form 1)”.
Some questions have been asked in this, so you have to do yes or no according to your physical fitness. After doing Yes or No according to all the questions, you will give the declaration and submit.
A notification will come on your screen that if you confirm it, then you will not be able to do any correction in it later, so check it correctly once. Press “Ok” to confirm. Click OK to submit the details.
Your application will be successfully submitted and you will get an application number, you have to save it, after that you will do next. - Upload two documents – age proof and address proof.
In this you can see that you have filled the application, after that you have to upload the documents. Click on “proceed”.
You have to upload two documents, one is age proof and one is address proof.
So first you will select age proof by clicking on “choose file”. You can upload in jpeg, jpg, or pdf format and maximum file size is 500 kb. (age proof documents – passport, birth certificate, Aadhaar card)
Select the document and click on upload. Your documents will be uploaded successfully. After uploading both age proof and address proof, click “Next”. - Upload a photo and signature.
After this, you have to upload a photo and signature. Click on “Proceed”.
If the photo has been taken from the Aadhaar card, then you do not need to upload it, you just have to upload your signature. So you will sign on white paper and take a photo of it and upload it here.
After selecting the signature, you will click on “upload and view files”, the signature will be uploaded and you can see it on the side of your photo. After that click on “Save Photo & Signature” and Next. - Pay the fees for Learner License and Learner License (LL) Test.
After this, you have to pay the fee then click on “Proceed”. 150 rupees for learner license and 50 rupees for LL test (total 200 rupees) for two-wheeler license.
If you are applying for a four-wheeler as well, then you will get 150 rupees more here.
Select the payment gateway and fill the captcha and click on “Pay now”. After reading the Terms and Conditions, accept it and click on “Proceed for Payment”.
You will get all the payment options like Debit Card, Credit Card, Internet Banking. - Download the payment receipt.
After the payment is successful, you can download the payment receipt for which you will click on “download payment receipt”.
In this, you will select your application and fill the captcha and click on “Print receipt”. Save this payment receipt for your records and then do next. - Submit application.
In this, you will choose your date of birth and submit. The application will be successfully submitted, now you do not need to go to the RTO office as you can also see on your screen “no need to visit RTO office”.
After this, you have to give an online learner license test. After creating a learner license you can download your learner license online.
In this way, you can create your learner license online without going to RTO.
